I think if the casino still gets profit even though there is tax increase from the government they will still operate there but on the other hand if the tax is detrimental why should they continue the business? And for the casino customers maybe with the tax increase it can affect a little bit by for example the withdrawal fee will be increased a little but I don't think it will reduce customers.
Casinos always make a profit. Even if taxes are increased, casinos will still make a profit. If taxes are increased, casinos may find other ways to earn extra tax revenue.
Gamblers will not be able to stop gambling easily. A 6% tax increase will not deter any gambler from gambling. So there is no reason to worry about this. The tax increase will allow the Brazilian government to collect a larger amount of revenue. This is definitely a good decision for the government. However, gamblers will suffer a bit as a result. In several states in the United States, gamblers have to pay taxes of more than 30%. However, the rules here are a bit complicated. So the 18% tax in Brazil is not a big deal.
