Let me answer the previous question about the order first. I think the order is U1, U2, U4 (the part circled in red)

I also found similar problems! When the large heat sink is mounted, it will be very close to the three capacitors (the red boxes), so I used high temperature insulating tape to separate them before locking them.

I got the same issue as you - missing one of the voltages from regulators:
₿ (300016) power_management: 7F vout: 0.00, iout: 0.00
₿ (300026) power_management: 24 vout: 1.25, iout: 26.75
₿ (300026) power_management: 14 vout: 1.25, iout: 29.00

Do you know what regulator belong to the 7F, 24 and 14? is it like that? -
7F - U1
24 - U2
14 - U4

I check the PCB but im not able to see any mechanical damage at the SMD components.

You should check carefully. SMD is prone to aging due to high temperature. It is recommended to measure it with professional equipment!
