especially with introduction of Chelsea and Villarreal and other new clubs who haven't been in the champions league in a long while.

I doubt these teams will perform better next season at the point they will advance like Inter Milan or PSG to the finals. Villarreal and the others as you said will be eliminated before quarter-finals thought. Chelsea might reach that in best scenarios especially if they were lucky to avoid facing top teams, otherwise it is an opportunity to evaluate them after a while for not being in Champions League.
PSG will unlikely be champion for the second successive year and the title might go to Real Madrid again. Xabi Alonso and I assume Mbappe will perform way better among other new players and factors, will make this team one of the hardest.
