Back to the topic, from onset, champions league and world cup winner has been the eligible player to be awarded the Ballon d'Or, so it's should no different till this day.

I saw in the article if it should be given to lamine yamal or Dembele, from my explanation above, the award fits to be given to Dembele because he won the champions league title and have also won world cup also if I'm not mistaken.
