I really don't know what Besiktas voters were thinking, the team couldn't even surpass Fenerbahce's achievement in the standings since the last 4 seasons. And for that reason, they really don't deserve to be considered. Apart from Galatasaray, the other title contender should be Fenerbahce, right? 
With this flawed logic, Trabzonspor, the champion in 2022, wasn't "deserved to be considered" because they finished 4th in 2021. Beşiktaş, the champion in 2021, finished 3rd in the league in 2020. Galatasaray, the champion in 2018, finished 4th in 2017. Galatasaray, the champion in 2012, finished 8th in the league in 2011. Bursaspor, champions in 2010, finished 6th in the league in 2009. Examples go on and on. None of these were "deserved to be considered" by your logic. Do you see where we are getting to?
Let's remind outsiders who doesn't know the league again. Beşiktaş, Fenerbahçe and Galatasaray are the natural title contenders in this league every season and their only goal is the championship. They never consider second place as success.
