Honestly, nothing is off the table. If regulators start banging on the door, freebitco.in might slap KYC checks on us all - no questions asked. Just look at what went down in Germany; boom, users locked out overnight. Other countries could easily jump on that bandwagon.
Freebitco team doesn't have the capability yet to deal with the KYC verification process. They can hire a third party to deal with the KYC verification, but they won't do anything like that. I believe that they hadn't renewed their license (FBC BV). If any government decides to ban Freebitco for their residents, then Freebitco will only block the access from those countries IP address. They won't engage in the complicated situation to request the KYC verification.
Honestly, I highly doubt that the owners of this site are still serious about this business, it seems to me that they are not worried about what the governments will do, maybe they are running the site just to make as much profit as they can and then disappear. They are not going to implement KYC because that would make the few customers that are still left go away. Also, the governments are not going to be after this site because in my opinion they do not move as much money compared to other online gambling sites.
