I think you should also add another restriction of not giving Newbie to member ranks who are not in any campaign or even post spam messages here just to drag your attention or make people feels that you should give them loan. If you looking from the general lending section you would see there are also sets of restriction that has been set so that they wouldn't go apply and also, you should not give any inactive user who just woke and run straight to go apply for this loan.
