There is no evidence of Iran testing these capabilities.

That's what's happening here. Decades ago, Israeli terrorists who own weapons of mass murder and do not answer to any international organization including UN, IAEA and are not member of NPT told IAEA that Iran has been enriching Uranium in 3 locations. If my memory serves one of those locations were like a cow farm Cheesy
IAEA agents came and Iran explained and it was over. Then in later years the Western politicians kept bringing that up over and over referring to the report by the Israeli terrorists!

What you quoted here is the policical statement made by a man who is begging Trump to help him become UN Secretary-General!
And it is in complete contradiction with dozens of previous IAEA reports! You may want to read those too.
