Honestly, your ideas to force merit spending for rankups or bring in a merit reward system seem like they'd create more problems than they solve, potentially devaluing merits or making the ranking system overly complex.

My own opinion is to let the merit system be. People don't want to spend their merits, it's there business. Probably they don't see any post worth thier spending.
