There are people who are naturally being stingy of their merit because they felt they worked hard to earn it therefore they wouldn't be generous to issue out their merits to unserious people and user because they believe it will contribute to them while they gained nothing.
Some people do not send the smerit to other users but just very few users because they are busy with other things than this forum but once they come to post but not frequently, they have standout post which many people will merit. They any not go beyond that thread until the next time they visit.
To me the system is fine like this and nothing should be changed
