Why is the effective strategy not moderation but absolute abstinence?

Well, it's like telling a cake lover to take not more than one bit every  hour but it often doesn't work because it reactivates the same cravings once they have that first taste. So absolute abstinence is what is needed if they are too addicted.

Is it harder to control gambling or limit it without falling into excess than to stop gambling forever?

Controlling gambling addiction is easy when you did not give into it at the very beginning, meaning you are not addicted yet, but when you are addicted already it becomes difficult, I wont lie. And stopping it forever because even more difficult.
