Inflation isn't to control people, it's to have control in times of crisis. If gold or bitcoin would ran out during time of crisis, or people stopped using it because they would like to hoard it, that government would crash and burn overnight.
Inflation is by design, because money shouldn't be an investment, it should be used to buy and sell services, you know, keep the economy running. You can't do that with speculative investments, because there would be times when people wouldn't spend it, and during those times, economy would have hard time working.
