It would be quite complicated for the real owner to recover the account unless he has a signed message in case of account lock. Definitely account hack is a concern here, but we need to think of something soft. I am afraid of scams from the hacked account in case it's high-rank hacked account. Most of the phishing and suspicious links are posted from brand new accounts. If the account was hacked with the original email, that would be a concern as well. Unless there is a signed message, it can't be identified who the real owners are.

I agree with adding a warning when an old user wakes up after a long time. How long it would be a matter of discussion, I feel, is at least a year of inactivity. This means if an account is inactive for a year, a warning would display on his profile, and it should display for a couple of months. That's how we at least could reduce the scam. Wake-up accounts can't easily scam anyone.
