That's true. anyone part of prohibited jurisdiction shouldn't play because it would be a breach of Terms of Service.
Unfortunately, I don't think any purpose for VPN usage like bypassing region locked games from providers would be tolerated when they have this clause:
The attempt to manipulate your real location through the use of a VPN, proxy, or similar service or through the provision of incorrect or misleading information about your place of residence, with the intent to circumvent geo-blocking or jurisdiction restrictions, constitutes a breach of this Terms of Service.
And if they ever allow it, it seems like the ones who will end up losing or being cheated are the players or gamblers who use VPNs because the casino management can say that VPNs are prohibited for them especially if they know that the gambler will spend a large amount of money from his winnings.
That would be scammy. Though I don't think they would allow it in that way—if I understand correctly.
