If i was Hojlund, i'd prefer to go to the Napoli instead of Intermilan. I know Inter leads the competition to sign him, but i believe MU will not allow him to leave as a loan even with obligation to buy. Don't you remember how Chelsea paid the fine to return Sancho back to the United even they have obligation to buy him?
I believe he won't go to the Italy without direct payment. So i prefer to put Napoli to leads the competition to sign him instead of Inter. It's because Napoli has money to buy him directly.
