To me Liverpool seemed really competitive last season, i am certainly not a Premier League expert, i just follow it out of curiosity as i like the English and German championships.
I am convinced that there will also be some returns next season, i am referring to Man City.

So far we cannot see which teams are the most dominant or have the most potential because the real competition has not started yet, if we refer to the new players brought in by each team so I think Liverpool is one that can be relied on, but yeah the transfer window isn't over yet meaning other surprises are still possible.
The same thing always happens every season, the top teams are always the most dominant or have the most potential to survive longer than the relatively weak teams, unless they are able to present a surprise that was never expected before. Liverpool deserve to be nominated among the teams ready to compete in the title race based on the strength of their squad, Man City is also undergoing a major overhaul after failing miserably last season.

Real Madrid are also starting to improve after ending the season without a title, several other teams that have won the UCL trophy are also carrying out activities in the transfer market to increase the depth of their squad. Surprises have always been a part of football, but in modern football only teams that have squad stability in every line and are able to maintain their performance have a big chance of becoming champions.
