If all Bitcoin miners stop mining Bitcoin together. Then no new Bitcoin blocks will be created and if no new blocks are created, no transactions will be completed. As the role of miners is the important factor in completing this transaction process. If all miners stop their activities together, no Bitcoin transactions will be completed, which will result in it being inactive. That means without miners, it is not possible to make Bitcoin transactions.

What is not possible now is that all miners will never stop their mining activities together. Even if some stop, others will definitely continue. At the time when most miners stop working, the rewards of those who will mine at that time will be higher than at any other time and no one will be left out of that profit. They will definitely continue their mining activities. If even a small number of miners are active, Bitcoin activities will continue. Again, if no one is mining, then each account will remain in the same state as the Bitcoin it had. Those who try to make a Bitcoin transaction will have a pending status.
