Arsenal spent so much money to strengthen their club any season. So what's the purpose of it, finishing at the 2nd? You're just degrading their standard for sure. The better they aren't spending more money if their target just to finish at the 2nd.
Indeed, sometimes the goal is high to reach the desired position, but the implementation on the football field is always different as expected and Arsenal is indeed the club with the most financial expenditure to bring in players. And so far they have not managed to get first place but maybe they get everything to be assessed by their opponents, but I am sure that sooner or later Arsenal will get the opportunity that all their teams want.
