Sancho is reluctant to accept a pay cut, which makes Chelsea reluctant to make his status permanent from Manchester United. Koopmeiners seems to have not paid off as a player who was paid a lot of money. Juventus are no longer a team that can spend a lot of money so they need to be very careful with their spending.
