I don't think so: there will be always jurisdictions that will be more crypto-friendly, gambling-friendly... call it as you wish, but there is big money waiting for countries that are willing to be the exception to the norm and accept more laxity than others.

The problem may arise when the gambler who wins big wants to withdraw to a bank account in his KYC-friendly homeland, but that's a different topic.
