Some people still think that modern football is not all about money, look at just one season of Manchester City were they were very bad, infact last season was their worst season in over a decade, but take a look at what they've done in the transfer market from January this year to present and they are not yet done in the transfer window. Manchester City are coming stronger next season, that a sign of a serious team in my own opinion.
It seems that those who said football is not all about money never watched football. In fact, the rich club dominated any top league in europe. City is just one of example about how money can solve club's problem instantly. No need to develop the talent, and just buy a well developed one. That's it. 
Clubs like PSG and Manchester City had enough success due to money and their sources which used by their owners which want to win everything in their leagues just because of this mindset now difference of quality is almost had widened, and few clubs are dominating in every league, but after this few clubs are having great depth which not challengeable. Few years back clubs were investing on academies, but now this mindset is almost changed, and they are bringing players those are having good skills and just need to join them for giving good results.
