Well Afghanistan didn't face a "chaotic economical scenario", they were invaded and got their country bombed and occupied for the past 20 years by the NATO Axis and today like half their country is controlled by Taliban radicals and the other half is controlled by US Takfiri proxies such as ISIS-k.
Bitcoin cannot help these people at all. People who don't have access to basic human needs like food and water and majority of whom don't have any education or even access to a PC or smart phone to use with bitcoin!
They need something else... which is off-topic here...
Bitcoin simply exists and people who can take advantage of its innovative technology and blockchain, can have borderless transactions, have their own banks - only with non-custodial, open-source wallets, and get privacy and anonymity with good practice. If they can be awaken and realize massive issues from inflation of fiat currency, they can choose bitcoin, buy and hold it for profit.
Bitcoin is only helpful for people who are ready to own it and use it, but it is not helpful for everyone especially who denies Bitcoin.
In addition, Bitcoin can not help any national economy, it's responsibility of government to serve their citizens.
