Non-custodial wallets like electrum are tools that give you access to yout coins.

That's right. You should always avoid web wallets especially a close-source wallet like blockchain.com.

No.
You are still using the same wallet and your keys have been generated by blockchain.com.
I recommend you to create a new wallet in electrum, make a transaction and move all your fund to the new wallet.
Don't forget to keep the seed phrase of your new wallet somewhere safe.
In this way, you can make your wallet safer (but not 100% safe, because any online wallet is prone to hacking).
