I think there is no sane representative to suggest the use of VPN when it is restricted on their TOS to bypass the geo-restriction. It is really suspicious if someone from the representative suggests breaching their contract and I believe this is the tactic of shady casinos to entice users from the banned country then deprived them of the winnings whenever they hit big.
They should never officially advice their users to bypass ToS and geolocation restrictions through VPN. It leads to potential big problems for user accounts and funds in future.
The more acceptable approach is building up mirror sites that can be accessed by people who are from counties that consider gambling as illegal. Users have to be responsible for their actions, not against the casino's ToS but the national regulation and ban against gambling.
