It seems they are decreasing / cutting off these bonuses. I have seen a fried of mine receive just 10K sats for weekly and post bonus.
It's a very low amount considered the total play/wagering even in the last month / week (or even just amount loss).

The information about your friend is not enough to judge because you did not mention how much he had wagered, how much was his PnL stats, and what is his VIP level.
Or at least ask him about how much he used to get for pre/post monthly bonus, we cant say it is low or high just because the last amount someone get.
Although in general is true that Stake changed the formula to calculate bonuses but the change happened long time ago so basically there should not be big difference for the last several same bonus if the user's activity is stable.
Nah, they changed something, at least in the past 6 years. Maybe not for weekly/monthly but 100% definitely for the reloads you are getting from your host. Those have been cut by AT LEAST 30% around 4-6 months ago, you can trust me on that. On the other hand they adjusted and increased the pre and post monthly, which of course is a good thing.
Other than that there isn't really much happing at stake at the moment, even for somebody like me who is as high as platinum 6. From what I am reading here it seems like I am the (or one of the) highest stake VIP levels of ative bitcointalk regulars here, and I got no bonuses whatsoever.
