You've a point here but only if a person can balance both emotions and finances possible that it can't harmed anything, though like that excuses from the government they use it as they've seen possibilities that there might be more countrymen that can go deep and become addicted, chances that their officials don't want to see their citizens to suffer as gambling is a risky activities that can ruined a person futures.
Even if there are addicts, a government doesn't care The government says they do care to the media, but when it's time to give money for those projects, that money never arrive ,That money is lost and the corrupt organizers grab it That happens in my country, awful, but I can't tell lies, That's why I don't believe in those programs or those laws of the governments.
it is cheaper to just put all the blame to gambling as an activity itself and not try to help the addicts and build a more sustainable gambling industry that would give them profit and help their economy without ruining the wellness of their citizens but if the government is corrupt expect nothing from them
