So, why not remove whatever those things are that makes casinos necessary to be regulated? Meaning — stick to crypto deposits, don't hold users funds (i.e, become non-custodial).

There are only two reasons I recognize as the government's motivation for regulating casinos: to fish out criminals and to gain revenue (tax) from these casinos. Especially on the issue of tax, the government is more serious about it, even more than they are serious about detecting criminal activities.
It is unfortunate that despite the taxes the government collects from gambling activities, it shows very little effort in ensuring justice for gamblers or casinos when conflicts arise between the two.
Maybe we can also add that casinos are regulated to ensure that only people qualified to gamble are allowed to do so, that is, adults and those of sound mind.
