Thank you for further explanation. Can you also tell us how much funds (estimated amount) your friend had in his account? A lot of users were able to solve their issues through Bitcointalk, but the situation isn't same for Stake here. Unfortunately, Stake team doesn't cooperate here in the forum. You should take the complaints on Askgamblers, but tell your friend to submit the complaint for transparency.
Here is similar complaint on Askgamblers where the user is unemployed like your friend. Stake team has given a lot of opportunities to him, but the user still failed to complete level 4 verification:
