I just saw that there are several tiers. I wonder why I am not able to spin on the the 2nd tier, which supposedly starts at rank 2. I am rank 6 and I am stuck on the first tier with the garbage prices.
Very strange. Anyway, I asked the live support and that's what they said:

"As you can see this is the TG wheel, so you need to connect the Telegram bot for it, but sadly at the moment it is no operating
But you can still use the first wheel "

It's not even working.  Well done fury.
