That kind of scam has been around for a long time. I actually received one on my Facebook account before, and I even clicked the link.
If I remember correctly, I ended up changing my Facebook password right after. Lesson learned on my part,  never click links from strangers. Scams are everywhere, and once you fall for it, regret usually comes right after.
I've never been a victim, but I remember this tactic being commun on Facebook, where victims could easily be convinced it was a real profile based on the information and activity. The hacker would promise profit through investment advice, or the account might belong to a girl with sexually suggestive photos. Naive people would believe them and click on malicious links without even checking the simplest methods, installing programs or downloading files they didn't know about. On Telegram, the situation becomes more suspicious because most of the accounts are fake profiles. However, I expect many would believe them, given Telegram's popularity.
I actually received the same message on my Facebook before, turned out the sender’s account was hacked. Nothing was lost on my end, but I still took the initiative to change my password right after clicking the link, just to be safe. as for Telegram, there are a lot of scammers lurking and watching potential victims. Being aware of that can really help minimize the risk of getting scammed.
Scammers continue to gain traction on Facebook using new persuasion methods; Simply create a Facebook group and convince people to believe what you say, regardless of the content. Later, the group members become the first group of potential victims. On Telegram, it's a little more difficult for hackers since most accounts are fake profiles, and convincing users of their authenticity is difficult. Therefore, scammers rely on users' naivety.
