How are you surprised at that news? Tbh, nothing really surprises me anymore and  shouldn't surprise you as well. If you think the government is going to go low, think again because they're capable of going lower even if you set the bar to the bare minimum. We are talking of a government that would rather spend billions to furnish government houses and other luxurious things for government but always do lower than the bare minimum for something that would help the citizens.

It's not like they will provide free capital for all the graduates from their training program and take a split from the profit because they are not confident in the skill training they're dishing out to the youths lol.
