Very strange. TON is a very reputable company, and affiliated with Telegram, or at least it used to, as far as I know. You wouldn't expect them to mess up this way. Either that, or this was communicated very poorly.

The country of origin then definitely plays a big role here, unlike Dubai's offer. I can say with confidence that most countries of the world cannot get access to pretty much all countries you mentioned here, especially not European countries.
