The saying goes that if you want something, you make a way. And if that specific person says that they want to gamble, they would gamble even if it's illegal. I think there are ways to do it, but it's up to the person to go the extra mile.

I believe programs that deal with gambling addiction would be a good focus as well, whether or not the country bans gambling, because no matter what, I think it exists, and there should be something to do for the people who are addicted to it.
