The government only want to show if they're working to public, personally they don't care whether the citizen are gamble or not. You know, most people treat gambling as a bad habit, banning gambling will make the government looks good.

Remember that many citizen are gamble even though they live in strict countries, it just the countries only catch big/popular gamblers because those people have more money than Average Joe.
