I don't know how true it is but someone here in this forum said like, Manchester United can't sign players unless they have to sell players in other not to be flagged by FFP rule. I have seen the image and it's content and I'm really impressed by Chelsea, Liverpool and City I'm the transfer window. To be frank, both Manchester United and Arsenal are still in the same level, because chasing after a player doesn't mean the player has been signed. You are only guaranteed that a player is your after putting pen to paper in signing a contract. For me Arsenal shouldn't be included in that list because they are only chasing and haven't yet signed any of them as of this moment.
Well, Arsenal actually only just got 2 players officially or who have signed a clear agreement, namely Kepa and Zubimendi. As for Gyokeres, actually the news I heard was that Arsenal had just made a personal agreement with Gyokeres. Meanwhile, negotiations with the club are still ongoing. So the transfer of these players has not actually been fully realized. Unless I really miss the latest news.

What always amazes me is Chelsea. They bought potential young players who will be very good in the long term. Even these young players usually if their performance improves then their value in the market will also increase. So so far in the long term Chelsea have made good decisions although I feel they have too many players. I can't imagine how confused a manager would be in selecting which players to include in the main squad. But their current coach has done well in my opinion.

For Man United they have made several player transfers and have brought in several players. but in releasing players they haven't done much.
