Governments in my opinion just plays a very good tactics with the people but not many really understands it, most of the rules and regulations they make is just to favour the few, most of the time as gambling is banned in some countries, it's only banned or restricted from those without power meanwhile some (rich) still does it openly. according to my friends; some rules are meant for the poor only.

One thing we must also know is that anything can be converted into gambling, hence gambling will eventually take place with or without the governments notice.
