I think that with the advent of online casinos, the question of whether or not to ban them becomes pointless. There are numerous ways to circumvent any type of control. It will only become a problem if the gambler needs to withdraw money, which, depending on the requirements, can be difficult if they have to prove their identity or country of residence. But surely, a solution will be found for that too!
it is even because of the issue of withdrawal that makes gambling platforms that makes use of crypto to become the solution to such hinderance that might arise if for any reason withdrawal of gambling funds becomes difficult. the only strictness that is possible is that you will not be allowed to gamble physically which will in a way reduce the number of gamblers that makes use of just physical gambling centers. apart from those physical gambling population who have gradually turned minority compared to others that have stopped using physical gambling for a while now, restrictions and regulations aren't working at all because once you close a source, gamblers will open more than three other alternative sources and still continue gambling.
