I have always believed that a complete ban on gambling is too harsh on responsible gamblers who, for whatever reason, cannot get their dopamine and adrenaline fix in other ways. A good example of such a person might be a wheelchair user who has difficulty moving around and whose only entertainment that allows them to get dopamine and adrenaline without leaving home is gambling. But apparently, those in power don't care about such people. In principle, it has always been this way. By protecting some, the authorities infringe on the rights of others.
