All countries probably have this, but on 3rd world countries, the guards are paid a lot less and they are most likely to be corrupted. Also it depends on the justice system. In Brazil the biggest crime organizations like PCC and CV are very strong in the prisons and they even order hits from the inside. Some live better than us normal people because the guards can be bribed to bring what they want, like cellphones to continue controlling the cities where the criminal organizations are established.

I doubt the prisoners on his country have access to a laptop, but at least a phone is common to be found in some countries. In Brazil they easily get cell phones and call regular people trying to scam them, lol
