I assume this to be the Philippines, your country, so banning gambling in your country would be very hard because of the revenue they generate for the country, ie, tax payment. The gambling casino also generates employment and other beneficial aspects in society, so there would be a strong opposition to banning casinos, knowing fully well that your country has nothing much that generates revenue to hold onto as a source of revenue. Maybe the step they took in limiting public advertisement, such as prohibiting casinos from making public billboards that would attract the public's attention, is what they could only do for the interim, and maybe other stricter measures they could take as well.
As for the billboards, I believe it is said that gambling is 18-plus, but the billboards have all eyes on it, including underage and kids passing by, and merely looking at it here, it looks attractive, which means that all will be enticed to it, and we all know what the underage can do upon seeing such. I believe the lawmakers are pushing for stricter measures against such publicity to protect the minors in their nations from gambling.
