Currently Arsenal has been the only team in England that I can say for sure may give PSG some tough time if they ever get to meet, their only problem will be with their mentality, I do not trust Chelsea to stop PSG from lifting the FIFA Club World Cup this time, except PSG suffers a bad day, Chelsea is not their match currently. I hope Chelsea use this to gain some experience be just incase they get to the finals again some other time but PSG is at their peak so we not expecting any less from them.
Arsenal wasn't the only England team that I think gave PSG a tough game, consider Liverpool who faced PSG in the UEFA Champions League in round of 16 and lost on penalties. and what affected Liverpool was that they didn't do well in their away match in the first league, but in second league with the way they performed, they even did better than Arsenal, although Arsenal also played well against PSG, Arsenal really gave them a tough game as you said, but Arsenal problem in that match was poor attacking, only Bukayo Saka performed well on the attack in both the first and second league.
We all know that among the two teams, Chelsea is the weaker team because I don't think Chelsea is good enough this season to stop PSG from lifting the CWC trophy. But one thing I always observed with Chelsea is that, they used to be aggressive when playing against a strong team, and they could have also learned from what PSG have done to other clubs, but despite that, my prediction is PSG to win.
