It's always both sides; scammers are improving and upgrading their strategies. Some who might not fall victim to their strategy A might with their strategy C. There are also those victims who are very vulnerable to these scammers, so no matter how little the scammers try, they will get them and end up achieving their purpose. It's as simple as that. It's not just about the users who are bait for this scammer; everyone is almost a target for them. Whoever falls into their trap becomes the victim.
