So, they choose not to ban gambling completely because they understood the tax implications and benefits, but they failed to understand that putting a stop to their means of promotion is also a negative implication to the casinos and the betting companies too.
From a transparent point of view, I think the whole story would have made more sense, if the lawmakers put a stop to their public promotion, and also reduce the taxes that these gambling companies are meant to pay. Because reducing their visibility while taxing them is almost like banning.
And as for the impact, well, it will definitely add a little benefit, because they won't get too many new customers like they used to. But it still doesn't solve the issue of addiction since it was never banned in the first place. Nothing changes for the old addicted customers.
