In my opinion, Rodrygo's fees ain't nothing for PL club, but his wage is the main problem. He wanted close to the 300k, which is still high. If he can reduce it, and i'm sure many clubs are interesting to look at him. Even some clubs like Chelsea has money to sign him as long as he agree to cut his wage to the 140k 150k range.
However, his club will decide his future next week, but open to let him leave. He can still have possibility to stay much longer only if he's still willing to be benched by Xabi.

Staying back at a club that you know the coach will not include you in his plan is a very grave mistake any player will make, not when they have openly shown to him that he’ll be benched most of the time in the club next season. If I were him, I would gladly reduce my wage in order to get offers from big clubs who will be able to sign me and give me enough playing time in the club. He is a good player and the wage he’s collecting now is worth the player he is now, but sometimes you have to reduce your wage in such situation in order to explore more than not being used and lose form totally. Because that time, your wage will still be reduced if you eventually leave the club in such state that you’ve lost form.
