Currently Arsenal has been the only team in England that I can say for sure may give PSG some tough time if they ever get to meet, their only problem will be with their mentality, I do not trust Chelsea to stop PSG from lifting the FIFA Club World Cup this time, except PSG suffers a bad day, Chelsea is not their match currently. I hope Chelsea use this to gain some experience be just incase they get to the finals again some other time but PSG is at their peak so we not expecting any less from them.
If it's because Arsenal defeated PSG in the second leg of the semifinal matches in the UEFA Champions League that made you believe Arsenal is the only Premier League team that can give PSG a tough time, I think you are wrong because Liverpool defeated PSG in the first leg of the last 16 matches in the UEFA Champions League, and Aston Villa also defeated PSG in the first leg of the quarterfinal matches in the UEFA Champions League, but they were all knocked out by PSG on aggregate, so I believe it's not only Arsenal that can give PSG a tough time; there are a lot of Premier League clubs that can give PSG a tough time.
These single results don't lead you anywhere. If you take the 8 best teams in Europe and let them play against each other, any team can beat any team in a game. That's why saying team X has a chance against team Y and team Z can never beat team Y is nonsense.
In single games you can see surprising results in all leagues, it could be other sports or whatever. Otherwise we would see odds of zero, nonexistent markets in other words.
PSG is the best that with the highest likelihood would win most of those encounters compared to other teams. But there is no sane reason to believe that Manchester City can't ever beat PSG.
