To be able to use bitcoin I agree some sort of economic stability is needed. You need to pay the networks fees, have proper internet and have a device to access the network. This seems to be a natural hindrance to the acceptance of bitcoin in such countries.

For the poorer countries fiat is always the better and more available option. Hence it will be difficult to get around this problem and make them use bitcoin without giving incentives.
