I don't think he has because the news that came up two days ago still suggests that John Textor has agreed to sell 43% of his stake at the club to fellow America Woody Johnson. This simply means that, he hasn't yet and remains the majority owner of the club and thus Crystal Palace and Lyon can't play in the same competition. Just like you said, if there's no resolution between them and UEFA, then Nottingham Forest stands to benefit from this rule while Palace will be relegated to the Conference league.
Oh so the share sale is only just entering the discussion stage. If that's the case Palace will have a hard time competing in the Europa League even if they appeal. Ultimately they'll have to let League One side Lyon play considering Lyon finished in sixth place in the standings, which is significantly better than Palace. So it's been decided that Nottingham Forest will replace them as the Premier League representatives in the Europa League.
I supposed initially it wasn't an issue because Lyon wasn't supposed to compete even in League 1 because of their financial situations. They were relegated to the second division and thus meant that they won't also participate in the Europa league because of that. Crystal Palace were safe until PSG decided to bail out Lyon by paying the amount they owed and automatically Lyon was restored back to League 1 and the Europa League. If you look at both Lyon and Palace, Lyon qualified by finishing in an Europa League spot unlike Crystal Palace that finished 12th and only got a spot by winning the FA cup. In contrast, it Palace that's supposed to drop for Lyon and that's exactly what will happen. If you ask me, the rule is the rule and it's supposed to be applied here, Palace should go to the conference league while Nottingham Forest takes there place.
