One suggestion I agreed with was that instead on banning gambling, let their be some new added regulations that will limit gamblers to spending just a certain amount for gambling. If they are limited to a certain bankroll size weekly or monthly, then it can force every gamblers to becoming a responsible gambler. Sometimes people needs to be forced or be in a tight situation before they learn how to control their decisions. So, that's just my suggestion, but they will not see it and will only do what ever they have decided to do.
This is a good idea, and I think that there would be much less gambling addicts in the world if casinos made such restrictions. But unfortunately, human cunning is such that if a gambler wants to play, for example, roulette again and again without limits, then such a guy would simply register many accounts and then he would bypass the casino restrictions. Therefore, this method is unlikely to be effective. And the casino is not interested in limiting gamblers.
