Moving away from the allegation of arbitrage betting, "value betting" in itself shouldn't be a reason to confiscate winnings. Ideally, a sportsbook makes money from the spread in odds, meaning that if they have enough bettors on two sides of a bet, they will profit regardless of the outcome of the game/match. Perhaps because they are a relatively new book, they don't have enough action for this to happen. But that's hardly your fault.
As has been said a few times already, the appropriate thing to do (if they wanted to discourage value betting while maintaining the integrity of their book) would be to pay out the winnings and then limit the amount you can bet next time, or even ban your account from making future bets. The winnings are relatively small, so the fact that they aren't paying them out isn't very confidence-inspiring.
