Most of the countries actually putting bans on gambling are for religious reasons and that's why it's mostly the middle east region although it's not entirely pin on those areas but I think you get the picture. Other countries are actually utilizing the massive gambling industry which is something that the government are well known for as they always exploit situation to their benefits and one way they achieve this is by taxing the gambling industry which active initiative towards this.
I agree with you honestly. Most religious groups are on the motion that gambling is a sin, so I'll assume that in such countries, their government would as well be against it and since they have to power its much more easy to ban it completely. Honestly gambling is something any one can choose to do, so long they can bear the risk involved. The only thing I know that many gamblers fail is the fact that they take gambling as a means to make money and end up ruining their life's. Many governments who actually care about their citizens would go to any extent to cub what ever that would cause harm to them..
And that is why I asked if this attitude of going to any extent of banning gambling within the country's jurisdiction, if it has really helped in giving effective results in the lives of the citizens of those countries where gambling is banned or are these religious sects helping the government to raise revenue in anyway by way of paying taxes to help propagate certain infrastructures in the country as the gambling companies would have. If the government tend to do things differently order than just going on with a severe ban

I really don't know if it has been effective or not in the life of the citizens because I can't give any proper stats to verify this but one thing am certain about is the fact that humans tend to always bypass laws restricting them especially when it comes to something that they feel is given them some sort of interest and this is the public view of many gamblers towards gambling so just like you said, I think most of these countries the ban isn't all that effective as the citizens still find way to go around with their gambling habits.
